Firstly, I draw attention to the special needs of the trading bodies that apply particularly in the United Kingdom, such as the Meteorological Office, the Ordnance Survey and the British Geological Survey, which, unless they had been protected with the ability to get a reasonable return on investment, would have had their own work and their own positions seriously jeopardised.
