"1. Wanneer de Commissie oordeelt dat er voldoende bewijs is van fraude, of dat de in artikel 1 genoemde landen en gebieden niet de vereiste administratieve medewerking verlenen voor de verificatie van het bewijs van oorsprong, dat hun uitvoer naar de Unie een scherpe stijging vertoont die hun normale productieniveau en uitvoercapaciteit overstijgt, of dat zij artikel 2, lid 1, onder a), b) of c), overtreden, kan zij maatregelen nemen om de bij deze verordening vastgestelde regelingen voor een periode van drie maanden geheel of ten dele op te schorten, mits zij vooraf:";

Where the Commission finds that there is sufficient evidence of fraud or failure to provide administrative cooperation as required for the verification of evidence of origin, or that there is a massive increase in exports into the Union above the level of normal production and export capacity, or a failure of compliance with the provisions of point (a), (b) or (c) of Article 2(1) by the countries and territories referred to in Article 1, it may take measures to suspend in whole or in part the arrangements provided for in this Regulation for a period of three months, provided that it has first:".
