Welcomes the proposal for EU diplomacy on RM and REE with the aim of establishing an international regulatory platform, ensuring access to and supply of RM, especially those considered critical, ensuring open global markets and promoting international cooperation on sustainable extraction of RM and an efficient use of resources based on mutual interests; underlines, in this context, the need to establish a strong dialogue in the field of RM diplomacy between industrialised, newly industrialising, and resource-rich developing countries, with a view also to promoting human rights, good governance, regional stability and preventing the ...[+++] risk of resource-based conflicts;

In relation to this, the resolution to be voted on tomorrow is an attempt to reinforce the main objectives and intentions of the international conference, as follows: firstly, ensuring the best possible protection for fauna and flora resources; secondly, encouraging sustainable use of land for the conservation of species and nature; and finally, preserving our natural genetic capital.

The Council believes that international partnerships, in particular the European Union Energy Initiative, the Mediterranean Renewable Energy Program (MEDREP) and the Renewable Energy and Energy Efficiency Partnership (REEEP), and the international conferences on renewable energies, such as the Conference on Renewable Energy on the Market held in Soenderborg, Denmark, September 2003, and the International Conference for Renewable Energies that will be held in Bonn from 1-4 June 2004 and the initiative of the Netherlands to host the Con ...[+++]ference on Energy for Development in 2004, are important in view of providing clear visions about the role of renewable energy and energy efficiency systems and sustainable energy policies for developing countries, and to elaborate on programmes of action to foster the diffusion of climate friendly technologies and to consider a policy framework with long-term commitments. In this context, the Council welcomes also the opportunity provided by the European Conference for Renewable Energy to be held in Berlin on 17-19 January 2004 to examine targets for renewable energies in promoting renewable energy strategies and to develop and discuss the elements of a concrete action plan for the EU and other European partner countries.

VIII. WITH RESPECT TO ACCESS TO THIRD COUNTRY MARKETS 1. underlines the importance of the third-countries market to the pharmaceutical industry of the European Union, which remains the principal world centre for the production and export of medicinal products; 2. considers that, strengthened by the "acquis communautaire" in this sector, the European Union should endeavour to improve the conditions for access to third-country markets for medicinal products invented and developed by the European pharmaceutical industry; 3. points out that the very high degree of regulation in the pharmaceutical sector means that it is also subject to a considerable number of barriers to trade, which often force the pharmaceutical industry to repeat tests o ...[+++]n medicinal products and checking operations; 4. notes the efforts made in the context of the International Conference on Harmonization (ICH) with regard to harmonizing statutory requirements for pharmaceuticals and invites the Commission to submit a report to the Council on the results achieved after the first round of conferences and the aims to be set for the continuation of the proceedings; 5. encourages the Commission to continue the negotiations now under way on mutual recognition agreements relating to inspection and control of medicinal products, in particular with regard to equivalence of good manufacturing practice, with the Union's trading partners; 6. recalls the importance of intellectual property rights for the pharmaceutical industry and the crucial part played by effective, complete and respected protection of these rights in ensuring financing for ever more costly innovative research; 7. encourages the fight against fraud and asks the Commission and the Member States to cooperate with the appropriate bodies at international level to combat counterfeiting and ensure the implementation of the agreement on trade-related aspects of intellectual property rights (TRIPs) concluded within the GATT framework; IX.
