In fact, one of the other things I have done with the present version of this bill respects the coming into force of the proposed legislation, that is, that it will not come into force for two years after the bill has received Royal Assent, in order to afford the government the utmost of flexibility to indicate to Parliament why it still needs a particular piece of legislation — a particular arrow in its quiver.

Cela vise à donner au gouvernement suffisamment de temps pour aviser le Parlement que, pour une raison ou une autre, il a encore besoin de garder une mesure en particulier dans son arsenal législatif.
