In its report—which is an extremely important one, being technical, scientific and based on public hearings—the joint commission recommended that the canal not be decontaminated in the context of aquatic activity involving secondary contact—in other words, pleasure boating as opposed to actual swimming in the canal, which I imagine would involve fairly direct or first-hand contact.
