In the unlikely event that the forecast cash flow balance, of either Bulgaria or Romania, with the Community's budget in any of the first three years of their accession compared to the last year before their accession, would be negative, the Council notes that appropriate budgetary compensation could be foreseen of a similar type to that agreed in the accession negotiations with the ten new Member States".
16. L'acquis en matière de ressources propres s'appliquera pleinement à la Bulgarie et à la Roumanie dès leur adhésion. Dans le cas, peu probable, où le solde prévu des flux financiers de l'un ou l'autre pays avec le budget de la Communauté serait négatif, pour l'une des trois années suivant leur adhésion, par rapport à l'année précédant cette adhésion, le Conseil note qu'une compensation budgétaire appropriée, similaire à celle accordée aux dix nouveaux États membres dans le cadre des négociations d'adhésion, pourrait être prévue".
