1. se félicite que la Commission ait présenté un APB concernant vingt-cinq États membres, conformément aux principes budgétaires découlant du traité, notamment au principe d'unité énoncé à l'article 4 du règlement financier, disposition aux termes de laquelle le budget prévoit et autorise l'ensemble des recettes et des dépenses estimées nécessaires de l'Union européenne; souligne que le budget ne doit déterminer aucune discrimination entre les quinze États membres actuels et les dix États qui adhéreront à l'Union européenne le 1 mai 2004;
