Strengthening fraud prevention: this requires defining and establishing dissuasive mechanisms in target countries as well as recourse to the consultations provided for in the Agreements with third countries. Preventive action should be facilitated through: - accurate and detailed identification of the authorities responsible for issuing licenses; - development and use with industry assistance of a network of centres for analyzing and testing, to enable the detection of fraud and the determination of product origin; - uniform and eff ...[+++]ective application, by the competent authorities of the Member States, of the rule of direct transportation in the framework of preferential arrangements; - better definition of a number of administrative documents and of certain formalities in order to facilitate checks; - the use of electronic means for the detection of falsified export licences. 2. Increased cooperation between the competent national authorities and the Commission with a view to more effective detection of fraud, mainly through appropriate enquiries in third countries. To this end, the Member States and the Commission should devote the necessary means to combat fraud, and an intensified exchange of information between the Member States and the Commission should be conducted, inter alia on the basis of Regulation No 1468/81. The Council notes that these objectives require convergent action in the different Council working groups and committees dealing with questions related to fraud at Community level. 3.
